Detuvieron a nueve policías chaqueños por secuestros y torturas durante la dictadura
La Justicia chaqueña ordenó la detención de nueve policías imputados por violaciones a los derechos humanos, entre ellos Horacio Alberto Valussi, acusado del secuestro y torturas de los entrerrianos María Julia Morresi y Fernando Gabriel Piérola (foto) -luego fusilado en la Masacre de Margarita Belén-. Los arrestos fueron dispuestos en el marco de una causa reabierta en 2002 en la que también existen acusaciones contra los fiscales federales Carlos Flores Leyes y Roberto Domingo Mazzoni, denunciados como cómplices de la dictadura.
La medida fue dispuesta por el conjuez federal Juan Antonio Piñero en el marco de la denominada “Causa Caballero”, en la que se investigan torturas y desapariciones de personas cometidas por la patota de la Brigada de Investigaciones entre 1974 y 1979. Los arrestados son los policías chaqueños Ramón Esteban Meza, Héctor Osmar Ramón Escobar, Enzo Breard, José Marcos Marín alias Cabo Sotelo, Evangelino Baltazar García, Alfredo Abate y Alfredo Julio Manetti.
También se ordenó la detención del suboficial retirado de la Policía Federal, Horacio Alberto Valussi y del agente del Servicio de Inteligencia del Ejército y Luís Alberto Patetta, aunque ambos ya estaban presos. En el caso de Valussi, se encuentra con prisión domiciliaria imputado por el secuestro en Misiones y las torturas a que fueron sometidos los paranaenses María Julia Morresi y Fernando Gabriel Piérola; mientras que Patetta se encuentra en la Base de Apoyo Logístico del regimiento de Resistencia, procesado como autor de la Masacre de Margarita Belén en la que fueron asesinados una veintena de presos políticos, entre ellos Piérola y los también entrerrianos Raúl Caire y Reinaldo Zapata Soñez.
Según testimonios de sobrevivientes de la Brigada de Investigaciones, el Cabo Sotelo, como se hacía llamar Marín, era quién tocaba el bandoneón durante las sesiones de torturas y hacía que los detenidos bailaran con su música mientras eran torturados otros presos y antes de ser sometidos ellos mismos a tormentos.
La “Causa Caballero” fue reabierta en 2002 y ya estaban detenidos Lucio Caballero, Gabino Manager, Ramón Gandola, José Francisco Rodríguez Valiente y José María Cardozo, que podrían ser sometidos a juicio oral y público en los próximos meses. Además, en esa causa hay planteos para que se cite a prestar declaración indagatoria a los fiscales federales Carlos Flores Leyes y Roberto Domingo Mazzoni, denunciados por ex detenidos y organismos de derechos humanos como partícipes de los crímenes de lesa humanidad.

Pienso que han hecho "al barrer" las detenciones, no tomando en cuenta la situación de cada uno. Voy a opinar sobre Hector Osmar Ramón Escobar.
De que especificamente lo acusan..?? Tuve ocasión de hablar con quienes tuvieron acceso al expediente. No he podido encontrar nada de lo que puedan inculpar. Efectivamente, él estaba en la Unidad de Investigaciones de la Policia del Chaco, pero solo en caracter de sumariante, es decir con la obligación de tomar declaraciones, de ahí a ser un torturador...Por Favor...!! Lo conozco desde que era cadete de la Policía del Chaco, allá por 1972/73 con apenas 19/20 años. Buena persona, de buena "madera", se de él de cuando formó una excelente familia. Una esposa (hoy fallecida) cuatro hijos, una madre dedicada a las cosas comunitarias y servir a quien lo necesita y requiera, un buen padre, hermanas excelentes. Puede de esta familia salir "un mostruo torturante...??") Además, con un excelente trayectoria en la Policía del Chaco, en todos los lugares de la provincia en los cuales estuvo afectado. Hoy retirado de la actividad, a más de tres décadas de su ingreso a la Escuela de Policía, vive esta pesadilla de la que no es parte.
Por favor, pido especialmente por sus hijos y sus padres (gente muy mayor) que se evalue su conducta, que salga a la luz la verdad. Será Justicia. Chola
Cómo se pide? Los que necesitamos una respuesta, familiares de Héctor Osmar Ramón Escobar queremos saber cómo se pide a las personas involucradas en ensuciar el nombre de Héctor; hombre honorable con un intachable historial de trabajo reconocido por todos y cada uno de los miembros de la fuerza policial en la cual se desempeñó durante más de 30 años dando lo mejor de sí, considerándose y considerándolos digno representante de la misma.
No sabemos por qué designio se trata de involucrarlo en actos que en esa época de barbarie ocurrieron siendo que su desempeño era de oficial sumariante. Hoy está a merced de quienes lo calumnian e injurian. QUeremos limpiar su nombre; por él para que se sienta acompañado, por nosotros que no entendemos de este atropello, por sus cuatro hijos que hoy esperan una respuesta favorable, por sus viejos que en su mayoría de edad sufren esta aberrante desacalificación. Esperamos pronta resolución de parte de las autoridades a los que compete este caso. Por los que nos une a vos Héctor queremos pedirte tranquilidad y debems confiar en la JUSTICIA. Un pedido angustiante.
Utilizo este espacio para pedir por Héctor Osmar Ramón Escobar, Comisario Inspector -R- de la Policía de la Provincia del Chaco, servidor público ejemplar y padre de familia incuestionable, el que a la fecha se encuentra detenido en la alcaidía de Resistencia a disposición del Sr COnjuez federalDr Juan Antonio Piñero secretaría Dr. Vargas en la causa Caballero Lucio y Otros S/ tormento agravado.Exp. N°243/84.
El 24.09.07 fue alojado en la División Bomberos de la ciudad de Resisencia a las 20.40 hs siendo conducido al juzgado federal al otro día (25/09) al mediodía (12 hs) se labra un acta para notificación de las nuevas pruebas obrantes en su contra en 731 fojas del expediente que no le fueran exhibidas y a la fecha no se puede contar aún con esa documental para poder ejercer su derecho a defensa, establecido como garantía fundamental en nuestra constitución nacional.
Agrava aún más la incertidumbre que solo se le notifica el auto de procesamento con prisión preventiva por el delito de tormento agravado (ar. 144 primer y segundo párrafo del Código penal) sin que, también hasta la fecha haya recibido informe alguno sobre los hachos concretos, damnificados, etc por lo que es sometido a juicio.
De acuerdo a información que recibí de terceros se cuestiona su actuación de sumariante de losaños 1975-1976 en la Unidad Especial de Investigaciones.
Durante este tiempo que parece una pesadilla, los medios de comunicación publican lo acontecido y ante la imposibilidad de defenderse salgo por quien conozco y fui testigo de su trayectoria policial, de su conducta cívica y familiar incuestionable afirmando qie toda su vida la dedicó a cuidar su buen nombre y honor.
No puedo esperar más para que esto se resuelva puesto que estas injustas acusaciones están efectuando daños colaterales inconmensurables en sus dos ancianos padres, sus cuatro hijos y su numerosa familia unida por el vínculo de amor, a quien siempre sirvió de referente de conducta y hombría de bien.
Sabiendo que la verdad es nuestro estandarte y nuestro protector Dios solicito la inmediata tramitación de las actuaciones para no dejar de creer como jóven en las instituciones que rigen nuestro destino, para seguir creyendo en los DERECHOS HUMANOS ya que Héctor también es HUMANO y Tiene DERECHOS.

Estoy de acuerdo que se realicen las investigaciones correspondientes pero siempre y cuando se respeten los derechos de todos. Porque desde el 24 de septiembre hasta la fecha está detenida una persona inocente: ESCOBAR, HÉCTOR OSMAR RAMÓN. Quien fue llevado a declarar el día 25 de septiembre y ni siquiera se le dijo porqué está detenido. Qué irregularidad no? Cómo se puede PERMITIR que se detenga a una persona y no se le dice el por qué? cómo se va a defender? Hace más de un mes que está sin libertad y la justicia no realiza con celeridad los trámites correspondientes. El con juex se fue a Bs. As durante una semana y todo quedó estanco. Nadie lo puede suplir? Es que hay una persona privada de su libertad. Eso no interesa No? Las pruebas que supuestamente lo imputan (las que a una mes están siendo entregadas a cuenta gotas) NI SIQUIERA LO MENCIONAN pero el sigue privado de libertad. Acaso el NO TIENE DERECHOS.
Comparto el dolor que pueden tener los familiares de desaparecidos pero NO COMPARTO QUE ESCOBAR, HÉCTOR OSMAR RAMÓN ESTÉ DETENIDO POR ALGO QUE NO COMETIÓ. LAS PRUEBAS NO LO DEMUESTRAN. ADEMÁS ES UNA PERSONa HONORABLE, EXCELENTE PADRE DE FAMILIA Y DE UNA CONDUCTA INTACHABLE. YO TAMBIÉN RECLAMO JUSTICIA.
Qué atrocidad la que se está cometiendo con ESCOBAR,Héctor Osmar Ramón!!!!Por qué no leen correctamente el expediente? se darán cuenta que ninguna de las personas denunciantes lo nombra. Enmienden urgentemente el error que cometieron con Hector O. R. Escobar, trabajen desde la Justicia de los Hombres, para lo que fueron designados, no ensucien la figura de la verdad y la igualdad, no sigan inclinando la balanza para el lado de los malandras, que lo unico que quieren es llenarse los bolsillos a costa del trabajo ajeno, de la honradez de los buenos hombres. Este martes 18 de diciembre a las 9 hs, nos reuniremos toda la familia, amigos, camaradas, vecinos para acompañar a los hijos de Hector Osmar Ramón Escobar para pèdir por su libertad en Cangallo y Perón para ir al Juzgado Federal.
Es un acto que necesita su apoyo...!

Quiero comentar que en el estudio de los cuarenta cuerpos del expediente el Conjuez Piñero concluye que el Sr Arce y el Sr Algarañaz en sus denuncias efectuadas lo culpan a ESCOBAR, Héctor por lo que dicta su rpisión preventiva.
Yo les cuento y su Ustedes quieren corroborarlo pueden hacerlo.
Ninguna de estas dos personas siquiera mencionan a mi hermano como laguien que alguna vez les hiciera daño alguno. NO LO NOMBRAN EN SUS DECLARACIONES.
Escobar, Héctor no figura en el expediente denunciado por ninguna de las personas queen su momento reclamaron por sus derechos.
Pero el Sr. Conjuez cree que sí.
No se puede creer el INFIERNO que provocó este hombre. A quién tenía que llevar detenido? Seguramente a otra persona amparada políticamente y para taparla salió en el sorteo ESCOBaR?

Héctor Osmar Ramón Escobar salió en Libertad por...¡FALTA DE MERITOS...!
Proclamamos eso durante casi 9 meses...pero nunca fuimos escuchados...Hoy, Gracias a Dios...él está en libertad...junto a sus hijos, sus padres, hermanos,toda la familia y amigos...De verdad...!
Pero....y los casi nueve meses que el pasó detenido...quién se los paga....?? Quien le devuelve el no haber podido participar de momentos trascendentales de sus hijos...los momentos que vivieron sus padres...la lucha de sus hermanas, especialmente de Carina que dió la cara, encabezó marchas, recorrió pasillos de Casa de Gobierno, Juzgados, Cámara de Diputados...etc, etc.etc..No estar en la recepción de su hija, tampoco de sus hijos varones, no poder consolar a su hija mayor porque las cosas no iban bien...La tristezas de sus cumpleaños, una nochebuena de tristeza, con paz por saberse inocente, pero triste, un fin de año y un comienzo también casi en soledad...Yo, que simplemente soy la tía de su esposa fallecida, lo viví con impotencia, pero con la seguridad de que no podía ser....!
Hoy, está libre...pero me pregunto, como podrá borrar este cúmulo de angustia, estos casi 9 meses de un "parto" con mucho dolor...que salió a la luz, gracias a su convicción, el saberse INOCENTE, y desde aquí le digo: ¡¡Fuerza Pupi....!!!
Todos quienes estuvimos (yo quizas no tanto como era mi deseo) junto a vos, sabíamos de tu hombría de bien...sabía que no podía ser, que ese "jovencito " serio, recatado, con una sencillez que viene de sus padres, más allá de algún defecto personal que todos lo tenemos, más allá de no compartir muchas cosas ahora, más allá de lo que yo crea olvido y que no es otra cosa que egoísmo, te digo que te quiero como siempre...que estoy para compartir lo que venga...!
